OFFICE AUTOMATION – popularly known as COA meaning Computer on Office Automation is gaining momentum of late. Directorate of Technical Education of Government of Tamil Nadu introduced this course and conducted the first examination in February 2002.
Let us discuss in detail.
- For posts like Appointment of Doctors in hospitals, Lab Technician, Nursing, Electricians, Engineers, Accountants, etc., etc., a pass in respective examination is fixed as eligibility even to apply for the post. Likewise for Government Jobs which require day to day operation of computer, why proficiency in computer operation should not be insisted. At present those who are appointed have to pass Computer on Office Automation exam within two years of joining, else their probationary period will be extended. If same condition is stipulated for doctors, electricians, etc., ie., they can join the job but should pass the exam within two years of joining, will they be able to execute the work assigned to them? What will be the quality of service of doctors, engineers, electricians, etc., during the period of their probation. This point was aptly raised by TNPSC through a letter to the Chief Secretary. Having understood the gravity of the claim of TNPSC, the Chief Secretary sent letters to all Secretaries of Government through a letter on 3/12/2020 which went viral (CLICK HERE TO VIEW THE LETTER Page1 & 2

SYLLABUS REVISION:
- From 2002 till 2015 exam was conducted under the syllabus contemplated at the time of introduction. Computer is a subject which is undergoing fast changes, innovations and improvements are day to day events. It is also the policy of the Central Government that all Government offices, Courts, etc., should switch over from Ms-Office (a proprietary software) to Open Office as the latter is an open source software recommended by Government of India and Government of Tamil Nadu. - Directorate of Technical Education which is conducting COA exam decided to introduce Open Office also and revise the then existing syllabus. They have notified the revision in their website for public comments. Shri R Rajagopalan, Principal of Speedstar Technical Institute offered comments and suggestions to DTE. A meeting was conducted by Ms. S. Madumathi, Director of Technical Education, on 12/8/2015 in which many stalwarts attended. Shri Rajagopalan who was invited by DTE also attended the meeting. Many points were discussed and minuted by DTE. When DTE insisted that syllabus revision can neither be postponed nor withdrawn, Shri Rajagopalan stated that persons with computer knowledge are appointed not only by Government but also by private organisations. While the Government absorbs just a few thousand persons for jobs (say 10%), private organisations appoint many thousands (say 90%). Therefore, he suggested that keeping in view the popularity of Ms-Office, usage of Ms-Office in Government Offices, the marking pattern should be such that more marks should be given for questions on Ms-Office than Open Office and Linux (MS-Office 90% and Open Office10%). It should not be equal or like any number of questions can be asked from any topic. If 90-10 is not acceptable, more marks should be reserved for Ms-Office than OpenOffice and Linux. He also pointed out that in the earlier old pattern of question paper, equality was ensured among all units in the syllabus. Accepting this suggestion, it was finally decided that the marking pattern will be 70 marks for Ms-Office contents and 30 marks for Linux and Open Office contents. OFFICE AUTOMATION IN SPEEDSTAR TECHNICAL INSTITUTE
Only one candidate was sponsored by Speedstar Technical Institute for the first examination in Feb.2002 and she passed in Distinction. Thereafter no one was sponsored for the examination due to lack of response. Certificates issued by private institutes weighed equally. While so, Government of Tamil Nadu, vide GO Ms.No.130 dated 22/07/2008 prescribed “Certificate Course in Computer Office Automation” awarded by the Directorate of Technical Education Department as additional qualification for the posts of Typists, Steno-Typists prior to completion of probation. As this has been made mandatory, 12 typists/steno-typists from DIG of Police Department Chennai approached Speedstar to conduct classes for them. Thus started our regular classes. Two more students from private offices joined. Shri Rajagopalan himself handled the class and he himself appeared for the COA Examination in December 2008. All 15 passed of whom Shri Rajagopalan obtained Distinction. From that batch Speedstar is submitting candidates for each and every COA examination and obtain 95 to 100 % results. Students who fail are only those students who are irregular to classes.
